Police Funding in Cumbria

Police and Crime Commissioner, Richard Rhodes said “The Policing Minister on Friday gave a more detailed outline on the impact on the reform of police funding arrangements with a further consultation period until the end of the month. We will be participating fully with the consultation.

“Based on what we know at the moment it looks likely that we will lose £9.5million under the proposed changes to the funding formula. In addition, we are expecting further savings requirements to be outlined in the Comprehensive Spending Review (CSR) announcement at the end of November presently we are forecasting this to be a minimum of £11.5million.

“Savings of £20million have already been achieved. These further reductions will mean that policing resources in Cumbria will have fallen by £46million over a ten year period to 2019/20.

“Proposed cuts of this scale will have a significant impact on the level of policing within the county and I will now be working with the Chief Constable on ascertaining the future financial viability of the police service.

“As Police and Crime Commissioner I am keen to establish with Ministers that they understand the full consequences of such proposals on the ability to maintain an efficient and effective police service in Cumbria.”

Chief Constable Jerry Graham said “Disappointingly, we have been advised that current funding formula proposals would mean Cumbria would lose highest proportion of our budget out of all the forces at 15.83%, which equates to £9.5 million.

“This is obviously of great concern to Cumbria Constabulary, as there is only so much money that can be saved while retaining a viable policing service. We will be looking at these proposals in detail over the next few days and establishing what exactly it would mean for Cumbria’s people and communities.

“We have until the 30^th October to respond to the Home Office with our concerns, and we will do so in detail. I would like to reassure people in Cumbria that we will continue to provide the best possible policing service we can afford during this process, and keep the public updated on any developments.

“I remain committed to Cumbria, and hope that local people will help us fight to retain a viable policing service for the communities of Cumbria in the face of increasingly tough financial challenges.”

What’s the problem?

The number of children living in poverty in Central and Hindpool wards is 1,100

The percentage of children living in poverty in Central and Hindpool wards is 44.15%

How does this compare with the rest of Barrow and Cumbria?

The number of children living in poverty in Barrow is 3,340 – this means around one third of all children living in poverty in Barrow live in Central or Hindpool wards

The percentage of children living in poverty in Barrow as a whole is 21.7%.

The percentage of children living in poverty in Cumbria as a whole is 14.9%

What can you do to help address child poverty in Central and Hindpool?

The Neighbourhood Management team in Barrow are leading on a pilot project to address issues of child poverty across the Central and Hindpool wards of Barrow.

We currently have a steering group made up of representatives of various agencies and we’ve done some work to promote existing advice and support services which can help families who are suffering during these difficult times.

Now we want you to help too! What can your organisation do to help address child poverty issues in the Central and Hindpool wards?

We are offering up to £2,000, as a one-off grant, for any project your organisation can deliver which will address issues of child poverty across the target area. We’re interested in hearing from anyone who thinks they can make a difference … all we need from you is some basic information about your organisation, the kind of initiative you would run, what the measureable outcomes would be and a breakdown of your costs. You must be able to start your project straight away and we would need an interim report on progress against outcomes by 28 February 2013.

Our funding fairs are highly valued and this year’s South Cumbria event is at The Forum, Duke Street, Barrow, 9.15am - 3.45pm.

It’s the opportunity to meet key funders to learn about and discuss funding opportunities; attend workshops for fundraising tips and best practice and hear speakers on a range of funding, income generating and organisation sustainability topics.

The event this year has a Quality theme, with topics ranging from the benefit of adopting Quality standards; managing financial risk; to writing quality funding applications.

We’re delighted that Anastasia Mihailidou from Charities Evaluation Service (CES), the UK's leading provider of support and advice on quality and evaluation systems for the voluntary sector, will be providing an essential introduction to and overview of this topic.

Other highly experienced professionals will be running a series of workshops, presentations and other training-related sessions to help groups maximise their chances of securing funding and remaining sustainable.

Local, regional and national funders will be on hand to talk to at the Marketplace sessions: including the Big Lottery Fund, Lloyds TSB Foundation and Heritage Lottery Fund, alongside local funders and support organisations including Cumbria CVS to give practical advice and information about grants and other forms of income.

Barrow Children and Young Peoples Working Group

Grant information for projects which benefits children and young people aged 0 – 19 years.

You can apply for a grant if you are:-

1.    An established group run by a committee with a written constitution or set of rules and a group bank account (requiring two trustee signatures)

2.    In the process of setting up your group

3.    Non-profit making and your work benefits your local community

4. Operational within the Barrow district. If you are affiliated and part of a national charitable body, you must demonstrate that any grant awarded would be of direct local benefit or used within the local community.

Grant Criteria

In allocating funds from this budget, councillors will satisfy themselves that projects address at least one of the following criteria:

·         Providing access to play, recreational, leisure or outdoor activities.

·         Providing access to care or educational activities.

·         Providing access to safe and enjoyable places for children and young people to go.

·         Providing access to holiday, weekend or out of school activities.

·         Enabling children and young people’s involvement and participation e.g. forum, youth council, engagement, empowerment, decision-making.

·         Supporting children and young people to take part in volunteering or community action.

In addition, applicants for funding from this grant should evidence a commitment to Health and Safety and Risk Management; Equality and Diversity; Safeguarding; Financial Management; and sound Governance.

It is important to the Barrow Children and Young Peoples Working Group that:-

·         Your group is trying to raise funds, either through group activities or from other funding sources.

·         Your group conforms to the Barrow Children and Young Peoples Working Group sustainability checklist as appropriate.

·         Your project is of benefit to the local young people aged 0 - 19.

·         Your group agrees to all the points in the ‘General conditions for the offer of financial assistance’ sheet.

Cumbria Foundation Grassroots Grants

DEADLINE 25TH MARCH

Aims to support small voluntary and community groups and organisations (grass roots groups) enabling them to continue or expand their work including advocacy, community voice and service provision for local people.

Who can apply?

* groups with an average annual income up to £30,000 in the last three financial years (average to date if not three years old)

* volunteer-led groups helping people facing disadvantage

* applications from new and small groups are particularly welcome

Last year we gave 106 grants for an average of £2,050 and approved 82% of applications.

BIG builds on 'Reaching Communities'

BIG is investing £75 million specifically for rural and urban community-use buildings through our flagship Reaching Communities programme. From early December, voluntary and community sector organisations and parish and town councils across England will be able to apply for capital funding of between £100,000 to £500,000.

In the North West we have a very diverse geography with 80% being rural but with a number of significant urban areas where the majority of the population live and work. Whatever the location we know that community buildings play an important role in the lives of people. They can provide access to a range of community activities which enhance community cohesion.

The funding will be available for all types of multi-purpose buildings used by communities including memorial halls, community centres and village halls. The funding stream has been designed with a view to transforming current buildings into community buildings which can offer a wide range of activities benefitting a wide range of citizens.

We know that £75million isn’t enough to fund every community building in the country. The funding will be targeted at those most in need. We have used the Index of Multiple Deprivation to identify these areas. However, we recognise that a single approach to deprivation could ‘miss’ rural deprivation.

We have therefore weighted the targeting so that half of the most deprived isolated rural communities are eligible, compared to 15% of the most deprived urban areas.

We have developed a postcode checker on our website so that applicants can check whether their building is in one of the eligible areas. This, and further information about how to apply for funding will be available on the website from December.

LOTTERY PUTS BIG TRUST IN BARROW ISLAND

At least £1 million of lottery good cause funding is to flow into Barrow Island in Barrow-in-Furness, as the Big Lottery Fund (BIG) announces the first 50 areas across England to benefit from its Big Local Trust programme.

BIG is investing up to £200 million over the next ten years to help turn up to 150 urban and rural neighbourhoods into better places for everyone to live.

The targeted neighbourhoods have all been selected following extensive analysis and discussion and are all places where people face many social obstacles and have a history of difficulty in obtaining resources, including funding from BIG, to help overcome them.

Helen Bullough, Big Lottery Fund Head of the North West region said: “The Big Local Trust is a dedicated Lottery funding stream to help people in neighbourhoods such as Barrow Island to identify local issues and to develop the skills and confidence necessary to change things for the better.

“We hope that by securing funding for the long-term and by offering a commitment to providing dedicated local support, the Big Local Trust will bring lasting positive changes to Barrow Island and its residents.”

An independent charitable trust will be set up to run the programme and today BIG is calling for expressions of interest from organisations who wish to apply to run the Trust. Organisations interested in becoming a Trustee are being asked to contact BIG by Thursday 12 August 2010.

In the meantime BIG will be working with a wide range of local organisations in each of the first 50 neighbourhoods. At least 50 more areas across England will be selected by BIG in the next 12 to 18 months to benefit from the programme.

The programme builds on BIG’s commitment to pioneering flexible, long-term and locally determined approaches such as the Fair Share Trust programme, which since 2002, has been investing £50million in 77 neighbourhoods across the UK.

The Community Fund is a grants scheme that helps local communities throughout the UK. News from CVS re: Big Lottery Fund

Wil Woan from the North West Regional team will deliver two workshops in Barrow in conjunction with Cumbria CVS and Barrow Borough Council.

The events will provide an excellent opportunity to promote current programmes in an area where applications have been relatively low but where need is relatively high.

BIG’s aim is to highlight the funding streams available to groups in Barrow, helping them to identify need, outcomes, both of which are essential elements of an application to BIG.
